MCCP: Codebase support

Several mud server codebases can be made to support MCCP, currently all via patches to the standard codebase.

• Patch against CircleMUD 3.0bpl16 MCCP1? thanks to George Greer. Patches against other versions are also there, dig around a bit.
• Patch against Envy 2.2 MCCP1 thanks to Bobby Bailey.
• Patch against ROM 2.4b4 MCCP1 (not deeply tested).
• Patch against ROT 1.4 MCCP1 thanks to Sauron.
• Patch against SMAUG 1.4a MCCP1+2 thanks to Jesse DeFer.
• Dystopia supports MCCP1 natively.
• SocketMud supports MCCP (versions?).
• DalekenMUD, derived from the Envy codebase, supports versions 1 and 2 and has source code available.
